What Is a Formal Impeachment Memorial?
An Impeachment Memorial is a written statement calling on the House of Representatives to examine whether a federal official’s conduct warrants further inquiry under the House’s constitutional impeachment authority.
The historical basis comes from House procedure, including Jefferson’s Manual, which lists several ways impeachment may be set in motion. One method is by charges preferred by a memorial, usually referred to a committee for examination.
