Citing executive privilege, the White House refused to make Rove available for public questioning, although White House counsel Fred Fielding did offer House and Senate Democrats a chance to talk to Rove about the firings, provided it was in private, no transcript was kept and the House and Senate Judiciary committees agreed not to subpoena him or any other top aides afterward.
