Ricks<\/font>, Washington Post <a href=\"http:\/\/www.washingtonpost.com\/wp-srv\/world\/countries\/iraq.html?nav=el\"><font color=\"#0c4790\">Iraq<\/font><\/a> has failed to meet all but three of 18 congressionally mandated benchmarks for political and military progress, according to a draft of a <font color=\"#0c4790\">Government Accountability Office<\/font> report. The document questions whether some aspects of a more positive assessment by the <font color=\"#0c4790\">White House<\/font> last month adequately reflected the range of views the GAO found within the administration.\u00c2\u00a0\u00c2\u00a0<\/p>\n<p>The strikingly negative GAO draft, which will be delivered to Congress in final form on Tuesday, comes as the White House prepares to deliver its own new benchmark report in the second week of September, along with congressional testimony from Army <font color=\"#0c4790\">Gen. David H. Petraeus<\/font>, the top U.S. commander in Iraq, and <font color=\"#0c4790\">Ambassador Ryan C. Crocker<\/font>.
