The recordings covered hundreds of hours of interrogations of two operatives of Al Qaeda.<\/p>\n<p>The Justice Department and the C.I.A.&#8217;s inspector general have begun a preliminary inquiry into the destruction of the tapes, and Attorney General Michael B.
