Res.<br \/>\n1258). McDermott is the latest cosponsor, signing on the day after<br \/>\nhaving met with citizen activists. Citizens lobbying Congress members<br \/>\nthis week are finding a new level of interest in impeachment. Factors<br \/>\ncontributing to this are:<\/p>\n<p>–New evidence of old crimes, including the evidence reported in Ron<br \/>\nSuskind’s “The Way of the World.”<br \/>\n–New concerns that refusing to uphold the Constitution is not leading<br \/>\nto an electoral landslide after all.<br \/>\n–New concerns that Bush will attempt to pardon himself, his vice<br \/>\npresident, and all of their subordinates for crimes the president<br \/>\nhimself authorized.<br \/>\n–Accumulated frustration of two years’ of subpoenas and contempt<br \/>\ncitations being ignored, along with questions as to whether Congress<br \/>\nwill renew those subpoenas and contempt citations in January.<br \/>\n–The ongoing disaster of policies increasing global warming, global<br \/>\nweapons proliferation, and global animosity toward the United States.<br \/>\n–The risk of what Bush and Cheney might do during the next four months,<br \/>\nwith Congress on vacation when it ought to be restoring the rule of law<br \/>\nto the nation and the world.<\/p>\n<p>Pelosi took impeachment “off the table” in May 2006 in response to a<br \/>\nclaim by the Republican National Committee that impeachment would<br \/>\nbenefit Republicans in the November 2006 elections. Polls shortly<br \/>\nbefore those elections showed a majority of Americans believing that<br \/>\nDemocrats would impeach. Voters elected 30 new Democrats and no new<br \/>\nRepublicans.<\/p>\n<p>The movement for impeachment has for years now registered major support<br \/>\n— at times majority support — in various polls<br \/>\n(http:\/\/afterdowningstreet.org\/polling ) and has seen intense and<br \/>\nwidespread activism around the country and on Capitol Hill: phone calls,<br \/>\nemails, faxes, lobby visits, public forums, marches, creative dramas,<br \/>\nmedia activism, civil disobedience, and all forms of public education,<br \/>\nincluding the production of numerous books, DVDs, and websites<br \/>\ncontaining proposed articles of impeachment.<\/p>\n<p>AfterDowningStreet.org and Democrats.com have collected hundreds of<br \/>\nthousands of petition signatures in support of impeachment, as have many<br \/>\nof our allied organizations.<\/p>\n<p>The case for impeachment has never before been laid out as thoroughly as<br \/>\nin Kucinich’s articles (H. Res. 1258), but it was made in print in 2005<br \/>\nby a group called the International Commission of Inquiry on Crimes<br \/>\nAgainst Humanity Committed by the Bush Administration of the United<br \/>\nStates, as well as by Congressman John Conyers and his staff in a book<br \/>\nwritten in 2005, and in books in 2006 by the Center for Constitutional<br \/>\nRights, Dave Lindorff and Barbara Olshansky, Elizabeth Holtzman and<br \/>\nCynthia L. Cooper, and Dennis Loo and Peter Phillips, among others.<\/p>\n<p>“Bush and Cheney should be impeached now, or even after they are out of<br \/>\noffice, or even after they are dead,” said David Swanson of<br \/>\nAfterDowningStreet.org. “The point is not to remove them from office or<br \/>\nto strip them of their pensions or to deny them the right to hold public<br \/>\noffice in the future. The point is to communicate to future<br \/>\nadministrations, even in the distant future, that they must obey the<br \/>\nlaw. Even electing a saint president for a term, even legislating new<br \/>\nchecks and balances, even amending the Constitution, would not deter<br \/>\nfuture abuses of presidential power as well as impeachment and prosecution.”<\/p>\n<p>“Impeachment is only a lengthy process when you don’t already have the<br \/>\nevidence,” Swanson said. “President Andrew Johnson was impeached three<br \/>\ndays after the offense for which he was impeached. Senator William<br \/>\nBlount was impeached four days after the offense for which he was<br \/>\nimpeached. The Senate expelled Blount the day after he was impeached.<br \/>\nJudge Halsted Ritter’s Senate trial took 11 days. Judge John Pickering’s<br \/>\ntrial took nine days. Judge James Peck’s trial took three days. Judge<br \/>\nWest Humphreys’ trial took one day. Bush and Cheney could be impeached,<br \/>\ntried, and convicted in a week.”<\/p>\n<p>“When Cheney and Bush finally face trial in a criminal court,” said<br \/>\nSwanson, “their first line of defense is likely to be ‘We served the<br \/>\nAmerican people, whose representatives chose not to impeach us.’ If, on<br \/>\nthe other hand, they are impeached, even after having left office, the<br \/>\nlikelihood of prosecution and of successful prosecution will increase<br \/>\ndramatically. It is the responsibility of Congress to impeach, to pass<br \/>\nlegislation to ban self-pardons and pardons of crimes authorized by the<br \/>\npardoner, and to commit now to reintroducing all subpoenas and contempt<br \/>\ncitations in January.<\/p>\n<p>“Upholding the Constitution is extremely popular with voters. The<br \/>\nDemocrats won big after working to impeach Nixon, but lost when they<br \/>\navoided impeaching Reagan. The Republicans won after working to impeach<br \/>\nTruman, and even suffered minimal losses while holding the House,<br \/>\nSenate, and White House after impeaching Clinton against the<br \/>\noverwhelming will of the public. Polls shortly<br \/>\nbefore those elections showed a majority of Americans believing that<br \/>\nDemocrats would impeach. Voters elected 30 new Democrats and no new<br \/>\nRepublicans.<\/p>\n<p>The movement for impeachment has for years now registered major support<br \/>\n— at times majority support — in various polls<br \/>\n(http:\/\/afterdowningstreet.org\/polling ) and has seen intense and<br \/>\nwidespread activism around the country and on Capitol Hill: phone calls,<br \/>\nemails, faxes, lobby visits, public forums, marches, creative dramas,<br \/>\nmedia activism, civil disobedience, and all forms of public education,<br \/>\nincluding the production of numerous books, DVDs, and websites<br \/>\ncontaining proposed articles of impeachment.<\/p>\n<p>AfterDowningStreet.org and Democrats.com have collected hundreds of<br \/>\nthousands of petition signatures in support of impeachment, as have many<br \/>\nof our allied organizations.<\/p>\n<p>The case for impeachment has never before been laid out as thoroughly as<br \/>\nin Kucinich’s articles (H. Res. 1258), but it was made in print in 2005<br \/>\nby a group called the International Commission of Inquiry on Crimes<br \/>\nAgainst Humanity Committed by the Bush Administration of the United<br \/>\nStates, as well as by Congressman John Conyers and his staff in a book<br \/>\nwritten in 2005, and in books in 2006 by the Center for Constitutional<br \/>\nRights, Dave Lindorff and Barbara Olshansky, Elizabeth Holtzman and<br \/>\nCynthia L. Cooper, and Dennis Loo and Peter Phillips, among others.<\/p>\n<p>“Bush and Cheney should be impeached now, or even after they are out of<br \/>\noffice, or even after they are dead,” said David Swanson of<br \/>\nAfterDowningStreet.org. “The point is not to remove them from office or<br \/>\nto strip them of their pensions or to deny them the right to hold public<br \/>\noffice in the future. The point is to communicate to future<br \/>\nadministrations, even in the distant future, that they must obey the<br \/>\nlaw. Even electing a saint president for a term, even legislating new<br \/>\nchecks and balances, even amending the Constitution, would not deter<br \/>\nfuture abuses of presidential power as well as impeachment and prosecution.”<\/p>\n<p>“Impeachment is only a lengthy process when you don’t already have the<br \/>\nevidence,” Swanson said. “President Andrew Johnson was impeached three<br \/>\ndays after the offense for which he was impeached. Senator William<br \/>\nBlount was impeached four days after the offense for which he was<br \/>\nimpeached. The Senate expelled Blount the day after he was impeached.<br \/>\nJudge Halsted Ritter’s Senate trial took 11 days. Judge John Pickering’s<br \/>\ntrial took nine days. Judge James Peck’s trial took three days. Judge<br \/>\nWest Humphreys’ trial took one day. Bush and Cheney could be impeached,<br \/>\ntried, and convicted in a week.”<\/p>\n<p>“When Cheney and Bush finally face trial in a criminal court,” said<br \/>\nSwanson, “their first line of defense is likely to be ‘We served the<br \/>\nAmerican people, whose representatives chose not to impeach us.’ If, on<br \/>\nthe other hand, they are impeached, even after having left office, the<br \/>\nlikelihood of prosecution and of successful prosecution will increase<br \/>\ndramatically. It is the responsibility of Congress to impeach, to pass<br \/>\nlegislation to ban self-pardons and pardons of crimes authorized by the<br \/>\npardoner, and to commit now to reintroducing all subpoenas and contempt<br \/>\ncitations in January.<\/p>\n<p>“Upholding the Constitution is extremely popular with voters. The<br \/>\nDemocrats won big after working to impeach Nixon, but lost when they<br \/>\navoided impeaching Reagan. The Republicans won after working to impeach<br \/>\nTruman, and even suffered minimal losses while holding the House,<br \/>\nSenate, and White House after impeaching Clinton against the<br \/>\noverwhelming will of the public.
