This impeachment resolution will be submitted to an informal town meeting in Cooperstown, NY, on Sunday, 18 March 2007. Although a movement for impeachment seems to be growing, the actual reasons for impeachment are often various and vague. This is an attempt to state them more clearly, and of course it could be further improved.

--------------------

Resolution on the Impeachment of
President George Bush & Vice President Richard Cheney:

Whereas, Article 6 of the US Constitution states that "all treaties" of the United States "shall be the supreme law of the land," and

Whereas, the Charter of the United Nations is such a treaty, ratified by the United States, and

Whereas, the UN Charter, Article 2, requires that "all members shall settle their international disputes by peaceful means," and Article 51 allows for "self defense" only on the occasion of an "armed attack," and

Whereas, Iraq carried out NO armed attack against the United States, and

Whereas, President George Bush and Vice-President Richard Cheney unilaterally ordered the military invasion and occupation of Iraq in an act of war in violation of the UN Charter and US law, and

Whereas, the President and Vice-President have also violated Article I, Section 9 of the Constitution regarding habeas corpus, as well as the Geneva Conventions, by holding without trial and subjecting to torture individuals including US citizens arbitrarily designated as "enemy combatants," and

Whereas, the President and Vice-President, by adding signing statements to
legislation, have violated Article 1, Section 1 of the Constitution which gives "all legislative power" to Congress, and

Whereas, the President and Vice-President, by conducting illegal wiretaps of American Citizens, have also violated the Foreign Intelligence Surveillance Act, and

Whereas, failure to impeach the president and vice-president will allow future presidents and vice-presidents to continue these abuses of power, let it therefore be

Resolved, that our representatives in the Hourse of Representatives immediately begin hearings in the several House committees of jurisdiction for the purpose of impeachment of the President and Vice President, and

Be it further Resolved; that this resolution be delivered to our representatives from Otsego County, NY, the Hon. Michael Arcuri, NY 24th CD, and the Hon. Kirsten Gillibrand, NY 20th CD.
